When updating to Portage 2.0.51.19, Portage attempts to update the /usr/lib/portage/bin/emerge executable. The following error messages occur.

!!! Failed to move /var/tmp/portage-pkg/portage-2.0.51.19/bin/usr/lib/portage/bi
n/emerge to /usr/lib/portage/bin/emerge
!!! [Errno 13] Permission denied

Reproducible: Always
Steps to Reproduce:
1.emerge -u portage
2.Portage attempts to update to version 2.0.51.19
3.failure

Actual Results:  
Portage update fails

Expected Results:  
Upgrade Portage to 2.0.51.19

if you're getting permission denied either your permissions are screwed up (you have to fix them yourself) or your filesystem needs to be fsck-ed
