    Revert "metadata/install-qa-check.d: swap libltdl check to 'has'"
    
    This reverts commit 8226609cee46af93656676350895135dbd910793.
    
    This ends up not matching things like "dev-libs/libltdl:0" and breaks
    (false positive) on e.g. imagemagick.
