As far as i can see, the only piece of the package that needs ruby is icd_generator.rb (https://github.com/OCL-dev/ocl-icd/blob/master/icd_generator.rb)

After testing, it works correctly with ruby31.

ruby31 should be added to the ebuild's USE_RUBY
