muParserX 4.0.11

Hi,
I would like to add dev-cpp/muParserX-4.0.11 as a new package.

A C++ Library for Parsing Expressions with Strings, Complex Numbers, Vectors, Matrices and more.

I add this package, because Qiskit depends on this. I'm planning to add Qiskit library and it's elements to Gentoo. Qiskit is an open-source SDK for working with quantum computers.

There are no tests for this package.

As soon as I get access to GURU, I will add it to that repository. Maintainers needed, but I will try to maintain the package in the meantime.

This library is very similar to the already existing dev-cpp/muParser, that's why I recommend using the name dev-cpp/muParserX.

fwiw there's an ebuild in https://github.com/gentoo/gentoo/pull/24455 (with the rest of the qiskit stuff I keep forgetting to merge)
