It fails with USE="-kaccounts" now.

Reproducible: Always

Steps to Reproduce:
1. emerge -C net-libs/signon-oauth2
2. USE="-kaccounts" emerge -1 =kde-plasma/plasma-desktop-5.24.1
Actual Results:  
Package 'signon-oauth2plugin', required by 'virtual:world', not found

Expected Results:  
Ebuild either pulls needed dependency or disables the check.

Incorrect. Your error happens in line 115, searching for LibNotificationManager.

You tried to build plasma-desktop-5.24.1 against plasma-workspace-5.23.5. That can't work. And yes, it properly depends on >=kde-plasma/plasma-workspace-5.24.1.
