gst-plugins is still at 0.8.7, two releases behind the current 0.8.9. gst-plugins and related packages should be bumped up to 0.8.9.

Where did you find gst-plugins-0.8.9?
According to the gstreamer-webpage and on their download-page, there is only 0.8.7. The main gstreamer-package is at 0.8.9 (which is also in portage), but the plugins are still versioned 0.8.7.
