The default setting in contrib/pgcrypto/ are rarely what is wanted. I would like to suggest having local use flags that changed them. Specifically:

cryptolib can be either 'builtin', 'mhash', 'openssl'
cryptsrc can be "builtin", or "system"
random method can be 'dev','openssl','silly'.

contrib is extra stuff and strictly speaking not part of the postgres packages.
