Gamin is bumped to 0.24, people are having some issues w/ 0.20.  0.20 ebuild is not working w/ 0.24 due to problems with --disable-debug

Reproducible: Always
Steps to Reproduce:
1. change version
2. update ebuild
3. install

we have no inotify enabled kernels that support it and we do have kernels that break with this release, so that is why this hasn't been handled yet.

yeah, i suspected as much.  I use vanilla's and do some testing on my own.  So I thought I would post it.  Maybe it will help someone else.
