Hi latexer, attached is a diff from ebuild icu-2.8.ebuild to new ebuild
icu-3.2.ebuild.  The only difference between the two is I've removed the
src_compile() section because --enable-layout is the default from ./configure
and thus its omission means src_compile() can be defaulted.

I haven't addressed the slotting issue brought up in Bug #77532.

I've built dev-lang/mono and dev-lang/parrot successfully against ICU 3.2.
Those are the only other packages using dev-libs/icu.  If you like, I can commit
this on your behalf.
