Issue: dev-python/pycosat-0.6.3 uses a probably incorrect DISTUTILS_USE_SETUPTOOLS value.
Discovered on: amd64 (internal ref: gentoo-zh_tinderbox)

NOTE:
entry_points no longer use setuptools at runtime.

DISTUTILS_USE_SETUPTOOLS is now obsolete in favor of PEP517, so mass-closing all the relevant bugs.
