Bug 82263 – awk/gawk missing libraries from /usr/lib if compiled with USE="xml" during boot

If compiled with USE="xml" awk/gawk needs libexpat which is stored in /usr/lib.
If /usr is using a separate partition these cannot be found during boot so depscan.sh and other critical scripts fail to execute and the system is unusable e.g. because root-partition remains mounted read-only, kernel-modules are not loaded etc. ...

Reproducible: Always
Steps to Reproduce:
1. emerge gawk with USE="xml"
2. store /usr on ist own partition 
3. reboot.....

Actual Results:  
system is unusable and has to be repaired from boot-cd 

Expected Results:  
system should boot cleanly - i.e. should be able to access libraries(libexpat.*)
from /usr/lib/
