please attempt an ebuild. http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=2&chap=1
Look at other apache modules for a good reference.

i'll take this since i'm doing mod_bw and mod_bandwidth already, should be ready in 1-2 hrs

ah, i forgot: it's borken on apache 2.0.x, if someone likes to fix it, go ahead ;)
