As of 0.3.35 MR 906 [1] has landed and the dependency is now on python's rst, xmltoman can be removed from BDEPEND. (Tested successfully with 0.3.36)

This has actually been fixed in the live ebuild and will get deployed once a new release is made. Going back in time would require doing -r1 to ensure that the dependency change is pickedup which is unreasonable on its own.

It is fine to drop BDEPEND without revbump if we are absolutely sure it's not necessary.
