Issue: dev-python/sanic-21.6.0 uses a probably incorrect DISTUTILS_USE_SETUPTOOLS value.
Discovered on: amd64 (internal ref: guru_tinderbox)

NOTE:
This machine uses GCC-11: https://gcc.gnu.org/gcc-11/porting_to.html
entry_points no longer use setuptools at runtime.
