When running tomcat, it does not pick up the system's classpath, so any jars that have been emerged are not available for use.

Reproducible: Always
Steps to Reproduce:
1. Run Tomcat
2. Emerge log4j
3. Run program that needs log4j


Actual Results:  
ClassNotFoundException


Expected Results:  
Class should have run.
