By the method of scientific poking, I found what the mistake. In telegram settings -> advanced settings -> System integration: Window system frame. I am using telegram without system window frame. If you specify to use the system window frame and reboot, the position and size of the window is preserved. Even if after removing the parameter in the telegrams the system frame of the window, after the restart, the position and size of the window are saved. Here's a bug. It is sad to read that you have problems with the software. The situation seems to be a bit more complicate and requires some analysis. We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and less on individual systems. I have had very good experience on the gentoo IRC [1] with questions like this.
