Updated the ebuild to put symlink the `cel-config` file into the same dir as the `cs-config` file, so autoconf based stuff properly finds it. Ebuild will be attached.

This is a seperate and much less drastic change then updating to the cvs versions of crystalspace/cel found in another bug report.

cel-0.99* has been in portage for a while. Forgot to close this bug.
