In the tone of bug #63179 and bug #80862 I suggest adding the doc use flag to ucspi-tcp as well.

Will provide diff.

Steps to Reproduce:





With this most DJB software in daemontools, ucspi-tcp and djbdns will be unified
in respect to USE=doc flag.
