I found the same failure. gpsd.hotplug EXISTS; it's just in /var/tmp/portage/sci-geosciences/gpsd-3.23/work/gpsd-3.23, not in /var/tmp/portage/sci-geosciences/gpsd-3.23/work/gpsd-3.23/gpsd-3.23 where the ebuild is looking for it.
