Issue: dev-python/webrtcvad-2.0.10 does not enable tests.
Discovered on: amd64 (internal ref: guru_ci)

The flag is still not usable, the tests always fail due to missing dependencies. Investigating.

Enabled tests. The SRC_URI has been changed to the github version because the pypi mirror stripped a test file, so it would always fail.
