They probably don't ! Many packages are updated months after a new release (when they are updated). Maybe not packages as important as X11 server... I found nothing about RC3 in bugzilla nor in Gentoo forums.

Developers are not machines, but read mailing lists and other announcements as well. In general it isn't helpful to cry for new versions of widely used stuff like e.g. Gnome, KDE, Xorg,... We simply can't be as fast as you can write a request. Wait a week. If nothing happened in between, then it's worth it.
