azure, azure-mgmt-* and devtools_testutils need to be packaged to enable tests.

Should this be closed as fixed now? 12.8.1 is gone and the latest version enables tests: https://gitweb.gentoo.org/repo/proj/guru.git/tree/dev-python/azure-storage-blob/azure-storage-blob-12.17.0.ebuild

It contains RESTRICT="test", so the tests are disabled.
