For some reason the upstream developers don't release new packages of quilt at the savannah site, but both of the registered developers produce their Debian and RPM files from tagged CVS repo it appears.

The attached patch uses the Debian tar balls, which are available in up to v0.37.  There was no specific reason that I chose the Debian tar balls in the patch :/
