Hi Sam,

I bumped the Gentoo ebuild by now, just a few minutes ago.  With all the steps involved in making a release — that list is up at https://github.com/libexpat/libexpat/issues/445 — it just took some time to get to bumping the ebuild.  I'll close the bug as fixed.
