the ebuild script for ppp refers to http://www.shoshin.uwaterloo.ca/~mostrows/   
which doesn't seem to exist anymore.  I have found the tarball from some  
other download site, but the ebuild script needs fixing.  I have no idea  
if there is a new official site for it.  
  
without pppd, I cannot dial out, which means not net access from home. 
this is why I assigned severity="blocker".

the url you propose is not for quite the same package.  what used to   
be in portage referred to the ppp stuff at samba patched for pppoe   
namely ppp-2.4.1-pppoe4.tgz. the appropriate patch can easily be recovered. 
I can provide it as an attachement if you want.

I mirrored my local file to ibiblio and modified ppp-2.4.1-r11 to reflect this
change. Could you please give it a try? It works over here.

sorry for the delayed response, I was traveling in France. 
I tested net-dialup/ppp-2.4.1-r11 and all is well. the tar file 
downloads properly etc... as far as I am concerned, you can close 
the bug report.  thanks a lot.
