The workaround did it for me. Perhaps something should be appended to the ebuild?

1.Attempt to emerge libxklavier with XOrg 6.8.0

checking for setlocale... yes
checking for X... libraries , headers /usr/X11R6/include
checking for X11/extensions/XKBrules.h... yes
checking for pkg-config... /usr/bin/pkg-config

Try remerging your xorg-x11. I'm on 6.8.1.901, but it should be functionally identical to 6.8.0-r4 in this respect, every since -r4 was removed from package.mask. If you happen to be on amd64 or another arch using lib64 and lib, this may still be a problem.

I am on AMD64, yes. Though this should be a pretty trivial fix.
