This issue has already been tracked elsewhere [1].

This commit [2] removed previously stable (amd64) version 2.11 and previous commit [3] added a testing (~amd64) updated version 2.12 thus Portage had to downgrade to 2.8.1.

According to version 2.12 changelog [4] version 2.12 is mostly a bugfix release so it should be quite safe to keyword the package as stable.

Steps to Reproduce:
1. Set Python 3.8 as default interpreter (I did not tried with other versions)
2. Build dev-util/lttng-ust-2.8.1
Actual Results:  
The build fails (see attachment).
