Bug 76185 – Webmin Ebuild not installing webmin configuration files

At the end of the emerge for webmin 1.170-r1, the following error message is seen...
sed: can't read //etc/webmin/miniserv.conf: No such file or directory

Once emerge has completed, trying to start webmin yields this error...
* Error starting webmin.  /etc/webmin/config is not present.
* Please report this on http://bugs.gentoo.org.

Reproducible: Always
Steps to Reproduce:
1. emerge webmin
2. /etc/init.d/webmin start

Actual Results:  
Error message shown in details section is shown.

Expected Results:  
The software should have installed the main configuration files for webmin.
