Fixes lapack-3.9 issue

According to this page, dgeqpf is deprecated since lapack-3.6 and the most stable lapack-3.9 apparently does not contain it:

ld: /usr/lib64/libmathlib.so: undefined reference to `dgeqpf_'

Linking error when linking cernlib and lapack libs.



Instead use of dgeqp3 is recommended:

Attached change in the ebuild applies this change.
