With mail-mta/notqmail added to ::gentoo and installed its no longer possible to perform a @world update as things that depend on virtual/mta-1-r1 want to install a different MTA.

Adding mail-mta/notqmail to virtual/mta-1-r1 restores the expected behaviour.
