Gnome version 3.38 has been released in September.
However some packages, including but not limited to the above, are still at version 3.36.

I think they're aware. It's quite interconnected, as I understand it: https://wiki.gentoo.org/wiki/Project:GNOME/Gnome_Bumping_Guide is a draft.
