Since I currently have an open pull request https://github.com/gentoo/gentoo/pull/18341 for version 1.21.0 anyway, I have added a dependency on dev-ruby/rubygems there. This is something that can be fixed in the ebuild, but would require inhering some ruby eclass, and I don't know if it's worth it. You decide.
