I think the infrastructure behind www.google.com is a bit more extensive than that of www.gentoo.org, which is why openbsd uses it as a default. No matter where in the world you are you're likely to have a short hop to a reliable google farm. It's a default, you can always change it. I'm not sure what you're talking about regarding it switching back to google on every upgrade? The config file should be under CONFIG_PROTECT purview, it won't be overwritten unless you do it yourself... Isn't Google banned in China?
