When playing avc1 video (eg. https://www.youtube.com/watch?v=aMzKf3VNuPQ) with Vulkan and Hardware accelerated video decode enabled at the same time I see blank background (white with gray gradient at the bottom) instead of the movie content. This problem does not happen with www-client/google-chrome-beta-87.0.4280.27. Moreover this problem affects chromium built with either gcc or clang. Problem does not affect videos using different codecs eg. vp09 nor previous Chromium release (86.xxx)

Steps to Reproduce:
1. Build Chromium with either gcc or clang
2. Go to chrome://flags and enable Vulkan *AND* Hardware accelerated video decode features
3. Go to https://www.youtube.com/watch?v=aMzKf3VNuPQ
Actual Results:  
Video has white background with gray gradient at the bottom through whole movie

Expected Results:  
Video with instructions

This does not seem to be the case with chromium-93.0.4577.63, so closing.
