After updating to linux-firmware-20201022, nouveau fails to multiple firmware blobs when booting. These are related messages from dmesg:

I've done a little investigating and found that many of the "files" (which were really symlinks) that existed in previous versions of linux-firmware are now missing. More investigating led me to this upstream commit that seems to have triggered this issue:

The missing symlinks have been moved to the WHENCE file. When "make install" is run for linux-firmware, it looks to me like the copy-firmware.sh script is supposed to be run, and that script takes care of recreating the symlinks that are described in the WHENCE file.

It also appears to me that the ebuild for linux-firmware isn't running the Makefile at all, because it looks like the src_prepare phase removes the Makefile (along with other scripts and files used by the Makefile). Thus, once the src_install phase is reached, and "default" is run, there is no Makefile (and no WHENCE file) so copy-firmware.sh isn't run, and the links aren't created. So, post-install, the links are naturally missing.

Steps to Reproduce:
1. Install linux-firmware-20201022
2. Look in the WHENCE file that is distributed with the linux-firmware source (extract the tarball from distfiles).
3. Notice that the files under nvidia, which are listed in WHENCE as "Link" are all missing from /lib/firmware.
Actual Results:  
No symlinks getting created under /lib/firmware/nvidia

Expected Results:  
All "Link" entries listed in WHENCE should be exist as symlinks under /lib/firmware (unless using savedconfig to omit them from installation).
