This is second-guessing the user, violating the principle of least surprise. If I don't configure the interface, I presumably don't want it to be up! 

This is also inconsistent. The default behaviour should be the same for all interfaces, regardless of type.

if you dont configure it, why are you trying to run the init script ?

if you're not running the init script, why should you care ?

hotplug/coldplug run init scripts for any network hardware they detect, from what i've seen.
