Following up with bug #697056 https://bugs.gentoo.org/697056. 
Server has been fixed.
Brian Evans suggested in bug #697056 to let him know once it's fixed.

Steps to Reproduce:
Goto http://mirror.lug.udel.edu/
Actual Results:  
Server is up to date. 


There was an issue with upstream syncing that has been resolved.
