That's why we have our mirror system. It doesn't matter if a mirrored file was removed upstream in this case. I suspect the reporter has a bad value configured in GENTOO_MIRRORS, intentionally or not. Thank you for responding- I didn't think i have incorrect GENTOO_MIRRORS set, but its been a long time since i did anything with them...
