eselect cblas is a dummy eselect and should not be present.

blas and cblas are too closely tied for them to be provided by different packages. 

eselect-blas handles this nicely by making sure that both libblas.so.3 and libcblas.so.3 are taken from the same provider.

I propose we remove this package.
