These days some ebuilds have to set RESTRICT=test even though they may have tests that would work with RESTRICT="test? ( network-sandbox )". It would be handy if an explicit test phase argument given to the ebuild command would override the RESTRICT=test setting.

ALLOW_TEST=all or ALLOW_TEST=network does this, I think
