There's a patch about it in bug#712358 (Kudos to Nuno Silva, htmldoc-1.9.8-desktop.patch https://bugs.gentoo.org/attachment.cgi?id=618406).

As a proof of concept, attached here there is a variant compatible with app-text/htmldoc-1.8.30.ebuild.
