It's known that stable (default) branch of this repo stops updating when there are QA/CI check failures: https://qa-reports.gentoo.org/output/gentoo-ci/ee492ac9e0/output.html

I don't think a bug report adds much value here.

That previous link is from a fixed point in time, here is the current report, still with a failure preventing update of gentoo-mirror/gentoo stable:

CI issues fixed, sync'ing to stable branch has resumed
