mail-client/sylpheed-claws-0.9.13 version bump

All GnuPG functionality has been removed from the main
program. The ./configure option --enable-gpgme is no longer
present. You will now need to load the included PGP/MIME
plugin for GnuPG support.

- the diff works fine on x86
- genone - and we need to add a einfo 'to reemerge all the claws-plugins' and maybe a little shell script that emerges all installed plugins easy-way

- mail-client/sylpheed-claws-pgpinline-0.2 does not compile w/ 0.9.13, but pgpinline-0.5 works fine ...
- the plugins also have problems ...
