Parent bug would need pandoc to be stabilized... if it is not possible, we could use.mask doc USE flag :/

dev-haskell/ is a bit hard to keep stable up to date.

I suggest stable-masking doc use flag.

Maybe you can keep this bug opened for reference as I see other packages needing to mask the flags due to the same reasons ... as you wish
