Well spotted. The ebuild should have:

   LICENSE="GPL-2+ MIT"

(where MIT is for src/plugin-intl.h).

We usually ignore the license of the boilerplate INSTALL file, especially when the ebuild doesn't install it. In any case, it is less restrictive than GPL.
