the builds of many packages (but not all) ignore the MAKEOPTS flag
during compilation.

A lot of ebuilds have fixed job number (mostly -j1), because compilation fails otherwise. If you want to have this fixed for particular packages, get it contact with the developers of the application you're interested in.
