Also, you may want to test with go1.15 since it hit the tree yesterday.

Well this was dumb... All the machines I tested this on were recently restores from backups. The backup system has a rule to exclude some dirs, like for example "/sys/*". This also for some reason is matching "/usr/lib/go/src/runtime/internal/sys/*". Sorry for the noise, need to figure out how to fix those excludes...
