I'm not running 4.13 anywhere, so I'll deploy it on a few stable servers and report back.

On one server it has been working good so far, but the other one had networking lost on one of the VMs: https://lists.xenproject.org/archives/html/xen-users/2020-08/msg00018.html

Haven't received any answer on Xen mailing list. Will test again with latest xen/kernel.

Seems like the problem cannot be reproduced on recent kernel/xen versions, let's wait for https://github.com/gentoo/gentoo/pull/17384 and then I'll call stabilization.
