I have successfully built and run app-office/gnucash on arm64 without any problems. I think the ebuild should support arm64 officially.

Here is the list of rules I added to accept_keywords:

=app-office/gnucash-3.8b-r1 **

Reproducible: Always

Steps to Reproduce:
1. Add ** keywords for app-office/gnucash
2. emerge app-office/gnucash
3. Run gnucash
Actual Results:  
It works!

I rebuilt gnucash with "ofx", "aqbanking" and "smartcard" USE flags enabled.

I rebuilt gnucash with the "ofx" "aqbanking", "smartcard", "doc" and "quotes" USE flags enabled which meant that in addition to the packages already keyworded, I now also had to add these keywords:

=dev-perl/HTML-TableExtract-2.150.0 **
=app-doc/gnucash-docs-3.8b **
=dev-perl/HTML-Tree-5.70.0 ~arm64
=dev-perl/Finance-Quote-1.470.0 **
=dev-perl/HTML-Element-Extended-1.180.0-r1 **
=gnome-extra/yelp-3.36.0 ~arm64

I can confirm that builing gnucash like this on arm64 works fine.
