Issue: sci-visualization/fig2sxd fails to compile.
Discovered on: amd64  (internal ref: tinderbox)

NOTE:
This machine uses a clang/LLVM toolchain.

    sci-visualization/fig2sxd: add 0.23, EAPI=8
    
    Looks like upstream moved to gitlab. Debian and FreeBSD moved to it,
    so it looks like indeed upstream move.
